Ultimately it's a big showcase of content - although I think it's becoming increasingly focused on what does get displayed in Discover. It's built into so many phones and parts of Google then ignoring it isn't really an option. But it's a part of building an audience rather than the sole means.
Agreed to building an audience, but in my experience it’s a false dichotomy, because audiences coming from social, or search never stick around enough. I think in PG they reported that dwell times from Discover clicks were paltry.
